December 16, 2011 – (New York) – The report of the Sri Lankan government’s Lessons Learnt and Reconciliation Commission (LLRC) disregards the worst abuses by government forces, rehashes longstanding recommendations, and fails to advance accountability for victims of Sri Lanka’s civil armed conflict, Human Rights Watch said today. The serious shortcomings of the 388-page report, which was posted on a government website on December 16, 2011, highlight the need for an international investigative mechanism into the conflict as recommended by the United Nations Secretary-General’s Panel of Experts in April. The LLRC report was long awaited, but provided little new information or recommendations on accountability that could not have already been put into effect by the government, Human Rights Watch said. While the UN Panel of Experts recommended the establishment of an independent international mechanism to conduct investigations into the alleged violations, the LLRC report provides no realistic pathway for holding accountable military and government officials implicated in serious abuses.
1999-ம் வருடம். டிஸம்பர் மாத முதல் வாரத்தில் ஒரு நாள் காலை. தில்லியில் கழித்த ஒரு அரை நூற்றாண்டு வாழ்க்கை அரசுப் பணியிலிருந்து ஒய்வு பெற்ற பிறகு, தில்லியை விட்டுப் பிரிய மனமில்லாது சில வருடங்கள் கழிந்தன. இருந்தாலும் சிறு வயதில் பதிந்திருந்த தமிழ் வாழ்க்கையின் காட்சிகள், மனிதர்கள், உறவுகள் மனதில் அவ்வப்போது திரையோடும். இழந்து விட்டவை அவை. நினைவுகளாகவே ஜீவிப்பவை. இருப்பினும் தமிழ் நாடு இழந்துவிட்ட தாயின் மடியைப் போல சோகத்தோடு தான் நினைவுகளைக் கிளறும். தாயின் மடி தரும் வாத்சல்யமும் சுகமும் வேறு எங்கு கிடைக்கும்? அந்நாட்களில் நான் விழித்தெழுவது மிதந்து வரும் கோயில் மணியோசை காதில் விழ. வீட்டு வாசல் நீர் தெளித்து கோலமிட்டிருக்கும். கொஞ்சம் தள்ளிப் பார்த்தால் குனிந்து கோலமிட்டுக்கொண்டிருக்கும் தெருப் பெண்களைப் பார்க்கலாம். சிலர் காவிரியில் குளித்து ஈரப்புடைவையோடு நீர் நிரப்பிய குடத்தை இடுப்பின் சுமந்து வரும் பெண்கள். முழங்கால் உயரத்துக்கு பிழிந்து கட்டிய ஈரவேட்டியுடன் வருபவர்கள் ஏதோ ஜபத்தை வாய் முணுமுணுக்கும். ஊரில் நுழையும் முன் காவல் தெய்வம் போல சென்னை ஒற்றை அறை வாசம் போல, ஒரு சின்ன கோயிலில் எழுந்தருளியிருக்கும் பிள்ளையாருக்கு தோப்புக்கரணம் போட்டுக் கொண்டிருப்பவர்களையும் பார்க்கலாம்.
